Israel seems to continually use the motto "Please tread on me" in its dealings with international organisations.<BR/><BR/>Israel could have continued to stay out of the ICRC, simply using other nations as interlocutors when it came to dealing with the ICRC. As to sending aid to those who wish you dead, I'd say that's a sign of corporate neurosis, if not outright psychosis.<BR/><BR/>I, for one, have refused to give one red cent to the Red Cross for decades.
